Starting with school year 2008-2009, re-tests were mandated for students who scored achievement level II on the initial test. Moreover, the state paid for the retesting. Thus, re-testing soared, with ~40% of students being re-tested through 2012. In 2013, the state reversed their policy, and no longer provided or supported any re-tests.
