Linked NC births and education data, Grade 4, cohort years 1993-2005

This dataset is the combination of two sources: 1. 'Births' – Detailed birth records for births in North Carolina from 1990 through 2013. 2. 'Education' – End-of-grade education information for students in North Carolina public or charter schools in grades 3-8 for school years 2002-2003 through 2015-2016. The resulting linked dataset includes all birth and education records for children born in the cohort years, regardless of whether they are linked.

Notes

Indicators are provided to easily identify records that contain both birth and education data for a child, only birth information, or only education information. All records are retained so that researchers can compare the linked population to those not linked and identify biases if they exist. This dataset includes end-of-grade records and test results for grade 4 students only. Fourth grade is commonly used to measure educational outcomes for the following reasons: 1: Grade 3 test results are not as reliable since it is typically the first time a child undergoes testing. 2. Grade 4 is the earliest reliable test for 'early childhood'. 3. Practicality. As the length of time between the birth and the test date increases, the number of children that can be linked decreases. Also, the number of years of available data decreases. Birth cohort year is defined here as the group of children who should be entering kindergarten the same year. Children typically enter kindergarten when they are 5 years old as of a date specified by the state education system. The NC Department of Public Instruction (DPI) used October 16 as the cut-off date through academic year 2008-2009. This date changed to August 31 with the beginning of the 2009-2010 academic year. The birth cohort year is assigned as the end year of the birth cohort time period, similar to how the end year is assigned to refer to the academic year.
